Where decisions stall. Every point where the partnership loses time due to structural issues.What is normal, and what needs fixing. We check everything we find against research on partnerships like yours: what is normal for your stage and will pass, what can be fixed with a better procedure or an updated agreement, and what requires changing how the partnership is set up.
What to address first. One priority: the bottleneck costing you the most, checked against how much time you can realistically spend on fixing it. With it, a one-page summary of how partnerships like yours have solved the same problem, with sources, so you can check the reasoning behind the recommendation.
In most of the partnerships we have studied, the problem sits in two or three places, not everywhere — which is itself a relief.

One hour of interview per partner, a fifteen-minute survey, and a review of how decisions actually moved through the partnership last year.

About one hour per partner; three hours total from the manager. Nothing is asked of the steering committee except to read a short report.
